This is referred to as the poverty gap and had slightly decreased versus 2022 (-0.2 points) and in comparison to the average rate observed since 1996 (19.8%).

In 2024, 134,807 cases of over-indebtedness were submitted to commissions in mainland France, representing a 10.8% increase versus 2023. The increase was slower for the second half of 2024 (+9% versus +12.6% in the first half of the year). This recent rise was due mainly to the delayed impact of inflation on the budgets of the most financially vulnerable households. The number of cases submitted in 2024, however, remained significantly lower than the pre-pandemic level (-6% versus 2019) and well below the level observed ten years earlier (-42% versus 2014). This long-term downward trend is mainly attributable to stricter regulation of consumer credit marketing conditions, a decline in unemployment over the period, and a more efficient case-processing procedure. In 2024, 245 over-indebtedness cases were submitted in France per 100,000 residents of at least 15 years of age.

In 2023, this threshold was €1,288 per month per consumption unit. The monetary poverty rate was 15.4% of the population, a significant increase versus 2022 (+0.9 points due to rounding). After remaining stable at around 14.5% since 2018, this was its highest level in 30 years.

The poverty gap is a statistical indicator used to assess the gap between the standard of living of people considered to be poor and the poverty line. The poverty rate at 50% of the median standard of living appeared somewhat stable, although an increase was observed from 8.1% in 2022 to 8.4% in 2023. This increase (+0.3 points) was much less pronounced than at the 60% threshold.

The housing expenditure to income ratio decreased as household income rose. The 25% of households with the lowest standard of living faced a substantially higher median housing expenditure to income ratio (31%), regardless of their housing tenure. It was 44% for owner-occupiers with a mortgage, 42% for private-sector tenants and 30% for social housing tenants. In 2013, taking into account rent or mortgage repayments and all housing-related charges, the average net housing expenditure to income ratio of households was 15.7%. If we add property tax and/or residence tax, the average net housing expenditure to income ratio rises to 18.3%.

On 1 January 2026, there were just over 35,000 farms with High Environmental Value (HVE) certification. All of these farms have been certified under the new HVE frame of reference (Version 4, updated in 2022). Following a strong growth trend, the number of HVE-certified farms has decreased slightly with the transition to Version 4 from the preceding HVE standard, due to the new version’s stricter requirements. The changing trend in certification is under close scrutiny by the French government, whose target is to reach 50,000 certified farms by 2030. Discussions are underway with all the stakeholders in the CNCE (National Commission for Environmental Certification) to raise awareness of the HVE quality label, promote it among professionals and boost certification momentum.

The Écoantibio plan has produced very positive results, with overall animal exposure to antibiotics reduced by half since 2011 (-49%). This progress continued in 2024. The 3rd Ecoantibio plan aims to maintain current levels of livestock exposure and reduce the exposure of pets by 15%.

The HRI1 value for 2023 in France was 51, a 49% decrease compared to the reference period (2011-2013).

In 2020, according to the national epidemiological survey carried out by the French National League Against Obesity, INSERM (National Institute of Health and Medical Research) and Montpellier University Hospital, 47% of French adults were overweight. The prevalence of overweight adults was higher among men (36.9%) than women (23.9%). 17% of French adults suffered from obesity: 17.4% of women were obese versus 16.7% of men. Between 1997 and 2020, the number of overweight people remained stable, while cases of obesity rose, especially among younger age groups. The prevalence of excess weight stabilised at around 30% while the prevalence of obesity continued to rise rapidly, surging from 8.5% of adults in 1997 to 17% in 2020. This increase was even more apparent in younger age groups. Since 1997, cases of obesity were multiplied by more than four in the 18-24 age group and by nearly three among 25-34 year-olds.

In 2025, the utilised agricultural area (UAA) dedicated to organic farming was 2.69 million hectares, representing 10.1% of the French UAA, a slight drop from 2024 (10.2% of the UAA). The number of organic farms remained stable overall, with 61,159 recorded, representing around 14.4% of French farms. These changes reflect the economic challenges faced by the sector since 2022, in a context of declining consumption of organic produce, despite the signs of recovery that began to emerge in 2025.

This trend reflects persistent food insecurity, exacerbated by inflation and declining purchasing power, despite the fact that food was not always the first budget to be restricted by households.

Changes in the status of breeds are relatively rare and the indicators are stable, in particular in the classification used here with only two statuses (at risk or not at risk, without quantification of risk level such as high or low, for example). The significant change observed in 2024 was primarily due to an increase in the number of animal breeds whose conservation status is recorded in the FAO DAD-IS database used to compile this indicator. Consequently, the number of breeds with an unknown extinction-risk status decreased from 159 to 109, resulting in the identification of 39 additional breeds at risk of extinction.

The average Simpson’s index for arable farms in France was 2.87 in 2024, a slight increase versus 2023. The agricultural ecosystems in mainland France were divided up as follows: 63% arable land, 33% grassland and 4% perennial crops (vines and orchards).

In 2024, 5,850 people were newly diagnosed with HIV. This number appears to have stabilised following the increase observed between 2020 and 2023. More than half (56%) of those newly diagnosed with HIV in 2024 were born outside France. Of these individuals, 43% acquired HIV after arriving in France. As for new HIV diagnoses overall, the trend among people born outside France showed a decline in 2020, followed by a renewed increase through to 2023. The epidemic remained particularly severe in French Guiana and, to a lesser extent, in Mayotte, the French West Indies and the Île-de-France region. In 2024, 43% of HIV infections were diagnosed at a late stage, including 27% at an advanced stage. Although this proportion has declined since 2020, it continues to reflect missed opportunities for HIV testing and timely initiation of treatment.

The number of deaths by suicide remained stable in 2023, with 8,848 deaths recorded and a standardised death rate of 13 deaths per 100,000 population, representing a 4% decrease versus 2022. Suicide death rates were highest among men aged 65 years and over and those aged 45-64 years, at 37 and 29 deaths per 100,000 men, respectively. Hanging was the most frequently recorded method of suicide on death certificates, accounting for 51% of cases, regardless of sex. Between June and December 2024, the national suicide prevention helpline, 3114, received 215,093 calls. In 2024, 41,777 people were enrolled in the follow-up and monitoring programme.

In 2023, the proportion of people reporting that they had had to forego dental treatment for financial reasons was 9.1% among the 20% of the population with the lowest incomes, which was 4 points higher than the rate for the population as a whole. This issue primarily affected the lowest-income 20% of the population, among whom the rate of forgoing dental care reached 9.1% (and 10.0% among those who reported having a need for dental care). The main factors contributing to this unmet need included reduced reimbursement levels (with the French social security system reducing its share of dental care reimbursement from 70% to 60%), thereby increasing patients’ out-of-pocket costs, particularly for those without complementary health insurance, the high cost of dental care, and the overall increase in healthcare-related expenses (including the doubling of medical deductibles and fixed contributions, as well as higher fees).

For mainland France in 2021, 94.9% of adults declared that they had consumed alcohol in their lifetime, a relatively stable figure since the early 1990s, when the first public health barometers were introduced in France. The share of adults in the 18-75 age range who declared that they had consumed alcohol at least once in the previous 12 months took a slight downturn between 2017 (86.5 %) and 2021 (85.0 %). Weekly and daily alcohol consumption have been declining for several decades. The proportion of weekly drinkers fell from 62.6% in 2000 to 39.0% in 2021. Similarly, the proportion of adults who reported drinking alcohol every day decreased from 23.9% in 1992 to 8.0% in 2021.

In 2024, life satisfaction in France remained stable at around 7.2 out of 10, a level comparable to that recorded ten years earlier and close to the European Union average of 7.3 out of 10. However, this stability masked significant socio-economic disparities and a decline in subjective well-being as measured by other indicators. According to the IPSOS Global Happiness survey, 71% of French people reported being happy in 2024, representing a decline of 3 points over one year and 13 points over a twelve-year period. This decline was particularly pronounced in relation to mental health (a 5-point decrease) and personal financial circumstances, with only 51% of respondents reporting satisfaction.

In 2024, 3,193 people were killed on the roads in mainland France, versus 3,167 in 2023 (+23 deaths, or +0.7%). In 2024, 2,477 men and 713 women lost their lives in road accidents. Men accounted for 78% of road fatalities, 75% of seriously injured casualties and 84% of those presumed to be responsible for fatal crashes—proportions similar to those observed in 2023. Men accounted for 7 in 10 fatalities among passenger vehicle occupants (and more than half of passenger fatalities), 9 in 10 fatalities among motorcyclists, cyclists, personal mobility device users and occupants of heavy goods vehicles, and 6 in 10 pedestrian fatalities. This excess male mortality is not observed among children aged 0–13 years. It becomes apparent from the 14–17-year age group onwards, in which 9 out of 10 road fatalities are boys, remains pronounced among those aged 18–44 years, where more than 8 out of 10 fatalities are men, and declines among older adults, with men accounting for just over 6 out of 10 fatalities among people aged 75 years and over.

Daily smoking among people aged 18–75 years in mainland France stood at 18.2%, versus 23.1% in 2023. According to Santé Publique France (French National Public Health Agency), these results reflect the return of a downward trend in tobacco use, which began in 2016 following the introduction of national tobacco control plans and was interrupted during the COVID-19 pandemic. Smoking prevalence among men (19.7%) remains significantly higher than among women (15.3%). According to Santé Publique France, 55% of French smokers want to quit smoking. This desire to quit smoking is more common among people aged 40–49 years, those with higher educational qualifications, managers and professionals in intellectual occupations, as well as people in intermediate occupations.

In 2025, 34% of the population aged 16-74 either did not use the internet or lacked basic skills in at least one of the five key areas covered by the European Digital Skills Indicator. Many people experienced significant difficulties using software (such as word processors and spreadsheets) or protecting their privacy and personal data (for example, refusing cookies or blocking geolocation features). In 2025, among people aged 16-74: 7% were digitally excluded, including 5% who did not use the internet and 2% who used it but had no digital skills. 27% had limited digital skills. They lacked basic knowledge in one to three of the five areas considered essential by the European Digital Skills Indicator: information and data literacy, communication, software use, privacy and personal data protection, and problem solving. 35% had advanced general digital skills (versus 32% in 2021), while 31% had basic digital skills (unchanged from 2021).

In 2025, in France (excluding Mayotte), 7% of young adults aged 18 to 24 were early leavers from education and training, and had therefore obtained no upper secondary education qualification, and were no longer in education or training. France has therefore already achieved the European target of reducing the share of early leavers to below 9% by 2030. Over the past decade, the rate of early school leaving has declined in most European Union countries, falling from 11% in 2015 to 9% in 2025. In France, it decreased from 9% to 7% over the same period. The decline in early leaving affected both women and men: in France, the rate fell by 1 point among men and by 3 points among women. On average across the European Union, the decline was 2 points for both sexes. However, gender disparities remain: in 2025, the early leaving rate was 9% among young men, versus 5% among young women (an average of 11% and 8% respectively across the European Union).

On a national level, 15,485 French schools, high schools and colleges currently have E3D certification (schools implementing the Education for Sustainable Development approach) according to the last annual report issued in November 2025 (1). This accreditation is supported by the French Ministry of Education to promote a whole-school approach to sustainable development. It aims to create coherence between teaching, educational projects and initiatives, school life and the management and maintenance of school facilities and their environmental impacts, while engaging students and encouraging their participation. It also promotes openness to the wider community through partnerships with local stakeholders. The number of E3D-certified institutions continues to grow, with progress monitored by regional education authorities. The Ministry of Higher Education, Research and Space (MESRE) has asked the institutions under its supervision (universities, higher education schools and national research organisations) to develop a Sustainable Development and Social Responsibility (DD&RS) master plan, including both an overall strategy and an operational roadmap. 80% of MESRE-supervised institutions have submitted this master plan and are therefore engaged in a comprehensive DD&RS approach.

According to the 2022 Adult Education Survey (FLV/AES), in mainland France, 51% of people aged 18 to 64 having completed their initial education had followed at least one training course (all types) in the preceding 12 months. Very few of them (1%) undertook formal education or training leading to a recognised qualification or diploma. These individuals were mainly young adults returning to education after an interruption of more than one year. The annual participation rate for non-formal training was considerably higher: 51% across all purposes and 40% for non-formal training with a professional goal. Since the 2025-2026 academic year, all higher education and research institutions have been required to introduce training on the ecological transition for undergraduate students. In 2026, around 30% of universities had implemented such training and approximately two-thirds are expected to have done so by 2027.

Between 2018 and 2022, the proportion of young people in France achieving at least basic reading skills declined by 6 points. The situation also deteriorated in most OECD countries, with declines of up to 13.4 points in Iceland, 10.5 points in the Netherlands and 8.2 points in Norway. France’s average score fell by 19 points. Over the same period, scores declined by 26 points in the Netherlands, 23 points in Poland, 19 points in Sweden, 18 points in Germany, 10 points in the United Kingdom and 1 point in the United States. By contrast, scores increased by 5 points in Italy and 12 points in Japan. France recorded a score of 474 in reading literacy, 2 points below the OECD average of 476. France is therefore experiencing a downward trend but is close to the average. Girls performed better than boys (average scores of 484 and 464 respectively in France), a pattern observed across all participating PISA countries. After adjusting for the effects of gender and socio-economic profile (at both school and student level), immigrant students (defined as students whose two parents were born in a country different from that in which they took the PISA assessment) were found to have a 14% higher risk of not achieving basic reading proficiency than non-immigrant students, versus an OECD average of 94%. France therefore performed better in this area than 28 of the 37 OECD member countries.

Between 2018 and 2022, the proportion of young people in France achieving at least basic mathematical skills declined by 7.5 points. The situation also deteriorated in most OECD countries, , with declines of up to 13.4 points in Iceland, 12.6 points in Norway and 11.6 points in the Netherlands. France’s average score fell by 21 points. Over the same period, scores declined by 27 points in Poland and the Netherlands, 25 points in Germany, 21 points in Sweden and 13 points in both the United Kingdom and the United States. By contrast, scores increased by 8 points in Italy and 9 points in Japan. In 2022, France recorded a score of 474 in mathematics, slightly above the OECD average of 472. France is therefore experiencing a downward trend but is close to the average. Boys performed better than girls (479 and 469 respectively in France), a pattern also observed in 40 other OECD countries. After adjusting for the effects of gender and socio-economic profile (at both school and student level), immigrant students (defined as students whose two parents were born in a country different from that in which they took the PISA assessment) were found to have a 22% higher risk of not achieving basic proficiency in mathematics than non-immigrant students, versus an OECD average of 64%. France therefore performed better in this area than 26 of the 37 OECD countries.

In 2024, the average pay for women was 21.8% lower than for men in the private sector. This gap can be partly explained by the lower annual volume of work for women, who spend less time at work over the year and are more likely to be employed part-time. For an identical working week, a woman is paid 14% less on average than a man. Since 1995, gender inequalities in annual wage income have narrowed by one third, mainly due to reductions in differences in the volume of work and in full-time equivalent (FTE) wages. In 2024, the gender gap in annual wage income narrowed by 0.4 points, a more moderate reduction than between 2019 and 2023 (an average of 0.9 points per year), but in line with the average pace observed over the past three decades. Pay differences are also explained by the gender distribution of occupations: women and men do not hold the same jobs or work in the same sectors, and women have less access to the highest-paid positions. In 2024, women accounted for 42% of private-sector salaried positions measured in full-time equivalents, but only 24% of the top 1% of highest-paid positions. For the same job within the same establishment, the gap in net full-time equivalent pay fell to 3.6%. Between 2013 and 2023, the average net pay gap between women and men in the public sector (calculated excluding apprentices and interns) narrowed by 3.7 points to 9.9% in 2023.

The proportion of women enrolling in science courses at university has gradually increased, reaching 51.2% in 2024, versus 49.2% in 2022. Although this indicator is improving, some scientific fields at university remain strongly female-dominated (such as biology, medicine and veterinary studies), while others continue to have a low proportion of women (such as engineering and physics). A gender balance action plan aims to achieve a minimum 30% representation of each gender across all specialised subjects, all technological pathways and all post-secondary education programmes within the next five years.

In 2025, women accounted for nearly 29% of executive committees and other senior management bodies of CAC 40 companies, according to a study published in February by the SKEMA Observatory on Gender Diversity in Companies. This represents an increase of 9.5 points versus 2021. Across the SBF 120 index (comprising the 120 largest French companies by market capitalisation), the increase was similar, with the proportion of women rising from 22% in 2021 to 30% in 2025, according to the French Institute of Directors and the company Ethics & Boards.
This increase is explained by the enactment of the Rixain Law in December 2021, which requires companies with more than 1,000 employees to ensure women make up at least 30% of their executive management bodies from March 2025, increasing to 40% by 2029.

In 2022, 35.5% of managerial positions in the State civil service were held by women. The percentage of women appointed for the first time to a managerial position in the State civil service was 43% in 2022, versus 42% in 2021. Women are provided with better support in their professional career paths thanks to the initiative to ensure equality in appointments which therefore encourages the appointment of women to senior management positions. Since 2017, public employers have had to respect a 40% gender quota in first-time appointments for these positions. The share of women among first-time appointments is increasing (42% for the local government civil service, 43% for the State civil service and 44% for the civil service for public hospitals in 2022). The Law of 19 July 2023 aimed at strengthening women’s access to leadership positions in the civil service seeks to accelerate this progress towards gender balance. It increases the mandatory quota for women among first-time appointments to senior and management positions from 40% to 50%, with effect from 1 January 2026 in state and hospital administrations, and introduces a professional gender equality index in the civil service. This index was implemented by the end of 2023 for state administrations and by the end of September 2024 for hospital employers, municipalities and intermunicipal bodies with more than 40,000 inhabitants.

In more than half of cases (54.3%), this violence occurred within the family context. Security services also recorded 122,600 victims of sexual violence (crimes or offences), including 71,100 minors (58%), representing a 7.4% increase versus 2023. In nearly one third of cases (28%), sexual violence was committed within the family.
Victims of physical violence within the family are most often women (76%). Victims of sexual violence are also overwhelmingly women (85%), whether the violence is committed within the family (87%) or outside it (85%), and whether the victims are adults (90%) or minors (82%).

In 2024, 59.6% of final energy consumption for energy use in France came from fossil fuels (coal, natural gas and petroleum products), either directly (57.1%) or indirectly through electricity or heat generation (2.5%). The proportion of fossil fuels directly used for fuel or combustion in final energy consumption decreased by 6.8 points between 2011 and 2024. This decrease was mainly driven by the growing use of thermal renewable energy sources (+5.0 points) and, to a lesser extent, of electricity and heat (+1.7 points). France’s energy mix still includes fossil fuels. Oil, natural gas and coal account for around 42% of primary energy consumption, representing approximately 1,117.8 TWh in 2024.

In 2024, climate-adjusted final energy consumption stood at 1,550 TWh, a slight increase (+0.6%) versus 2023, in a context of persistently high energy prices. This increase concerned renewable energy sources (+1.7%), natural gas (+1.1%) and electricity (+1%). By contrast, final consumption of marketed heat decreased by 0.9%, while consumption of petroleum products remained stable (-0.1%). Between 2012 and 2024, final energy consumption declined by an average of 0.7% per year, mainly due to lower consumption of fossil fuels (-1.5% per year) and electricity (-0.6% per year). Conversely, consumption of renewable energy and marketed heat increased by an average of 2.6% per year over the same period.

According to the results of the latest Labour Force Survey published on 25 March 2026, 69.3% of people aged 15 to 64 in France were in employment. The employment rate increased by 0.3 points year on year, versus 68.9% in 2024. This increase follows the upward trend that began in the mid-2010s. The rise is mainly driven by older workers, while the employment rate among young people aged 15 to 24 has stabilised. Salaried employment (in both the market and non-market sectors) remained the predominant form, with 72.8% of people in employment on permanent contracts or employed as civil servants. Average qualification levels continued their long-term upward trend, with managers accounting for 23.8% of employed people, a 0.9-point increase year on year. The activity rate among people aged 15 to 64 stood at 75.1%, up 0.6 points year on year. In 2025, both the activity rate and employment rate reached their highest levels since INSEE began measuring these indicators in 1975.

According to Dares Analyses No. 53 (October 2022), “Which Employees were Most Affected by Workplace Accidents in 2019?”, 783,600 work-related accidents resulting in at least one day of absence from work were recorded in France in 2019 among employees covered by the general social security scheme, the agricultural social security scheme, and the territorial and hospital civil services. This corresponds to 20.4 work-related accidents per million hours of paid employment. Of these, 39,650 workplace accidents gave rise to a recognised permanent disability and 790 were fatal. The risk of serious accident in the workplace is highest in the construction, agriculture, extraction, woodwork, transport and warehousing sectors. The frequency and severity of workplace accidents are particularly high in structural work, roofing and joinery, as well as in the handling of goods and luggage.

According to INJEP’s key figures on youth (2024), young men between the ages of 15 and 24 are more often NEET (neither in employment, nor in education or training) than young women (11.4% versus 9.7 %). According to the annual national accounts published for 2025 (2), gross domestic product (GDP) increased by an average 0.8% (versus +1.5% in 2024 and +1.6% in 2023). Economic activity was constrained in 2025 by renewed uncertainty, both nationally and internationally, which weighed on private domestic demand excluding stockbuilding. Nevertheless, the economy demonstrated resilience despite the geopolitical context, with activity accelerating in the second half of the year. After several very dynamic years, employment continued to expand but at a slower pace in 2025, amid a recovery in productivity, weaker economic activity and a decline in new entrants into subsidised employment schemes. The purchasing power of households’ gross disposable income per consumption unit decreased by 0.7%, after rising by 2.2%, mainly as a result of a sharp fall in dividends paid to households.

Total domestic passenger transport amounted to 1,047 billion passenger-kilometres in 2024, with private cars accounting for 82%. Rail transport represented 12% of domestic passenger transport, while road-based public transport accounted for 5%. Public transport continued its recovery in 2024, increasing by 5.0% and surpassing its 2019 level by 3.6%. According to the Citepa SECTEN 2026 report (2), over the period 1990-2024, greenhouse gas (GHG) emissions excluding land use, land-use change and forestry (LULUCF) in France decreased by almost one third (32.9%), according to Citepa data. The draft Third National Low-Carbon Strategy (SNBC 3), submitted for public consultation in December 2025, sets out a target for France to halve its territorial emissions (excluding LULUCF) by 2030 compared with 1990 levels. To meet this target, GHG emissions will need to decline by around 5% per year until 2030, requiring a significant acceleration compared with the pace of reduction achieved in recent years. National GHG emissions decreased by 2.1% in 2025, 3.0% in 2024 and 6.8% in 2023 (SECTEN 2026 report). In 2023, the reduction in GHG emissions was particularly significant, notably due to the return to operation of several nuclear power plants, which increased low-carbon electricity generation.

According to the Banque de France, demand for credit among very small enterprises (VSEs) has been declining for more than ten years, both for investment loans and cash-flow loans. 2020, the year of the Covid-19 pandemic, was an exceptional year, with a temporary rebound in demand for cash-flow credit from VSEs (a rebound that was not sustained thereafter) and an even sharper decline in demand for investment credit (which fell below 10% and remained there well beyond that year). The loan approval rate increased, however, in line with the easing of interest rates on corporate lending observed in 2025 (2): 95.5% of VSEs that applied for an investment loan obtained it in full or for at least 75% of the amount requested, versus 81.3% for cash-flow loans.

Municipal waste includes “household and similar waste, excluding soil and rubble, collected by the public waste management service; household waste collected through other channels (such as retailer take-back schemes and collection points); and household-composted biowaste” and street-cleaning waste. In France, each inhabitant produces an average of around 500 kg of waste per year. At the beginning of 2024, 22.9 million residents, or more than one in three French people, had access to a source-separation solution for biowaste. The quantity of household and similar waste collected (excluding soil and rubble) varied significantly between French departments in 2021, ranging from 390 kg per inhabitant per year in Val-de-Marne to 890 kg in Landes. Local authorities are expanding separate collection schemes for household and similar waste (door-to-door collection, drop-off containers and recycling centres), while the number of extended producer responsibility (EPR) schemes is growing rapidly, allowing for better processing of municipal waste. Between 2016 and 2021, the recycling rate of material and organic waste increased from 39.7% to 44.2%. Over the same period, landfilling continued to decline steadily, falling from 28.6% to 23.4% of total tonnage.

Between 1990 and 2023, domestic material consumption per capita (DMC) in France decreased from 14.3 t/cap in 1990 to 11.9 t/cap in 2023. Between 1990 and 2008, DMC remained at a high level, averaging 13.7 t/cap, before falling sharply in 2009 (-11%) and continuing to decline until 2016, when it reached its lowest level (10.6 t/cap) in a context of weaker activity in the construction sector and a general economic slowdown. In 2023, the deployment of Industrial and Territorial Ecology (ITE) in France was structured around two key drivers: the national Territories of Industry programme and dedicated calls for projects at regional level. Covering 190 industrial areas, the Territories of Industry programme brings together more than 630 intermunicipal authorities across more than 18 French regions. In 2024, greenhouse gas emissions from French resident units, which include certain emissions generated abroad, particularly from maritime and air transport, amounted to 404 million tonnes of CO₂ equivalent (MtCO₂e), or 5.4 tonnes per capita. In recent years, the number of very severe natural events has increased significantly compared with the period from 1950 to 2000. Every year between 2001 and 2024, an average of four very serious natural events occurred (events causing at least 10 fatalities or €30 million in material damage), versus only one between 1950 and 2000. Of the 161 events recorded over the entire period, around two-thirds were floods. Approximately 11 million homes are located within the area at potential risk of flooding from river overflow, as defined in 2011. In 2024, the cost of climate-related events in France amounted to €5 billion for insurers, making it the ninth most expensive year in terms of claims related to natural events. This was a year-on-year decrease of more than 20%, as climate-related claims had cost French insurers €6.5 billion in 2023. This amount corresponds to compensation paid out by insurers following climate-related damage, including natural disasters (more than €2 billion), crop losses (€0.8 billion) and damage caused by storms, hail or snow load (€2.2 billion).

There are many kinds of marine pollution (oil slicks, chemical pollution, sound pollution, marine waste, etc.), and this can be voluntary (illegal dumping) or accidental (collisions, damage, vessels running aground, loss of containers during storms, etc.). Of the pollution confirmed by POLREPs (pollution reports), the majority (57%) concerned hydrocarbon pollution (illegal dumping, damage, collision, accidents at sea or in an estuary - from refineries or vessels). This was mainly found on maritime traffic routes across the English Channel and Atlantic Ocean, to the east of Corsica and along the Mediterranean coast.

The surface area covered by forestland in mainland France has been increasing for nearly 200 years. A century ago (in 1908), forests covered nearly 10 million hectares. Today, they extend across 17.6 million hectares. Rural exodus, the agricultural and industrial revolutions, afforestation supported by the National Forestry Fund (1947–1999, which contributed to the planting or replanting of 2 million hectares) and continued reforestation efforts in mountainous areas all largely contributed to this post-war expansion. The continuing abandonment of agricultural land currently accounts for the vast majority of the increase in forested areas in Brittany, the Cévennes and, more broadly, across the southern fringe of the Massif Central. It should also be noted that France has an additional 8.2 million hectares of forest in its overseas departments and regions, which are not included in the calculation of this indicator.

According to the World Database on Protected Areas (WDPA), France had 5,923 protected areas covering a total surface area of around 3.64 million km², which represented 33.4% of its marine and terrestrial territory (versus 23.8% in 2021). In 2025, marine protected areas covered 33.53 % of our oceans, seas and coasts, 45.6 % for mainland France and 33.1 % for overseas regions. Terrestrial protected areas covered 32.22% of the territory, 29.3% for mainland France and 56.2% for overseas France (under the French Environmental Code). These promising results are further reinforced by the implementation of the 2030 “National Strategy for Protected Areas”.

Since 2021, France has adopted the “Climate and Resilience” law, which sets a national objective to control urban sprawl. This objective requires that, over the 2021-2031 ten-year period, compared with the 2011-2021 period, the consumption of natural, agricultural and forest areas be reduced by half, and that France achieve zero net land take by 2050.
In addition, under Regulation (EU) 2024/1991 on nature restoration, France aims in particular to achieve by 2030 zero net loss of its total surface in urban green spaces and urban tree canopy cover within urban ecosystem areas, and to increase these areas from 2031 onwards. Finally, France has launched a national land take monitoring portal, which notably makes it possible to track the annual consumption of natural, agricultural and forest areas:

Strong protection zones, as defined by Decree No. 2022-527 of 12 April 2022, covered 6.20% of France’s land surface area in 2019 and 6.23% in 2025. The terrestrial domain continued to show slower and more limited progress than the marine domain, with only a marginal increase at the national level over the entire period, despite a positive dynamic that deserves to be highlighted, whereby multiple projects for strong protection areas were being implemented.

Specialist common bird species have been in significant decline since 1989 (overall trend: -32%), whereas generalist species have increased (+17%). Populations of specialist common birds experienced a particularly sharp decline during the 1990s. Over the past decade, they have shown a slight decrease among forest species, while continuing to decline sharply among species associated with urban areas and agricultural environments. The deterioration or loss of habitats, intensive farming practices and climate change are among the principal threats to bird populations.

At the national level, the French National Inventory of Natural Heritage (INPN 2021) records 3,029 exotic plant species and 2,422 exotic animal species, of which 2,389 have been introduced into mainland France. Among the new freshwater plant species in France, 38% were introduced for ornamental purposes and 29% for use in aquariums. In mainland France, 44% of the 43 fish species introduced have become naturalised. Among these, nearly half were introduced for recreational fishing. For mainland France, a new indicator developed for the French National Biodiversity Observatory, based on a selection of 84 invasive alien species (IAS), shows that since 1982, each French department has been colonised by an average of 12 new invasive alien species every ten years.

The value of this indicator is usually reported as a whole number: 16% corresponds here to the raw value of 16.49%. Thus, 16.5% of the number of assessed remarkable ecosystems were found to be in a favourable conservation status over the 2019-2024 period. Habitats in the Alpine region generally had a better status (29% with good status), while those of the Atlantic region (on land) are the least well conserved (8.4% with good status). Grasslands are among the most endangered habitats, with more than half having a poor conservation status. Dunes, peatland and other wetlands or aquatic habitats, as well as coastal habitats, are also under pressure: less than 10% have a good conservation status, with 0% for dunes, low marshes and coastal habitats. A number of public policies, in particular for the protection of natural habitats and species, natural parks, water quality and ecosystem restoration, aim to improve the conservation status of natural habitats. The National Nature Restoration Plan (developed under European Regulation (EU) 2024/1991 on nature restoration) aims to go further by implementing actions to restore 30% of the surface area of habitats in poor condition by 2030.

As of 1 January 2026, 86,100 people were imprisoned in France, including Overseas Collectivities. Among them, 1,400 people were held in prison facilities located in Overseas Collectivities (New Caledonia and French Polynesia). 84,700 people were incarcerated in France, excluding Overseas Collectivities. Of these, 62,600 were convicted prisoners and 22,100 were remand prisoners. The total prison population increased by 6.8% over one year. Over the same 12-month period, the number of convicted prisoners rose by 6.6%, while the number of remand prisoners increased by 7.5%. During the fourth quarter, 19,900 people were admitted to prison. 17,600 people sentenced to an unconditional prison sentence were not in custody. They were serving their custodial sentence outside a prison establishment through an alternative sentence arrangement, either at home under electronic monitoring or through placement outside prison in an authorised facility.

In 2023, 34% of French people reported having high or moderately high trust in the national government, a figure below the OECD average of 39%. As in most OECD countries, French citizens placed greater trust in the police (67%) and in other people (57%) than in their national government. Around half of the population reported high or moderately high levels of trust in local authorities (56%), the national civil service (53%), the courts and the justice system (50%). People had less trust in political parties (18%), the media (33%) and the national parliament (33%). Furthermore, the Political Trust Barometer (an academic survey conducted by CEVIPOF, the Centre for Political Research at Sciences Po) indicated that 38% of respondents expressed distrust (+9 points), the highest level recorded since 2009. The survey also showed that respondents placed the greatest trust in family (93%, +1 point), mayors (60%, +3 points — the only elected officials to exceed the 50% threshold) and small and medium-sized enterprises (79%).

While recorded homicides have declined slightly (-2%), attempted homicides continue to rise sharply. In 2024, their number increased by a further 7%, continuing a worrying trend: attempted homicides have doubled since 2017. This increase is largely linked to drug trafficking, which is contributing to increasingly frequent violent incidents across the country. In 2024, in mainland and overseas France, the number of homicides decreased for the first time since 2020, with 976 victims of homicide recorded. Overall, 2024 appeared to be a stable year, but this situation may prove temporary. The first half of 2025 showed alarming figures: homicides rose sharply again, with a 16% increase compared with the same period in the previous year.

In 2023, national police and gendarmerie services recorded, as crimes and offences, 444,700 victims of physical violence (+7% versus 2022), including 96,700 minors (22%) and 114,100 victims of sexual violence, including 65,300 minors (57%). More than half of recorded cases of physical violence were committed within the family environment (whether domestic or other family relationships), affecting both adults and minors (53% and 54% of victims respectively). Victims of physical violence occurring outside the family sphere are most often men (69%), and women when the violence occurs within the family sphere (75%). Women account for the vast majority of victims of sexual violence (85%), regardless of the context in which the offences are committed or the age of the victims.

The return of inflation to its target level and the gradual reduction in policy interest rates, in a context of moderate French economic growth, provided favourable conditions for the stability of the French financial system. The French financial system has faced a series of major shocks since 2020 and has adapted to an environment of higher interest rates since 2022. The resilience of the banking and insurance sectors, the high levels of cash holdings among non-financial corporations, and the household savings rate, which remains above its pre-Covid average, all represent important buffers for absorbing shocks. Nevertheless, areas of vulnerability persist among the most highly indebted non-financial actors, particularly in an uncertain macroeconomic environment.

France’s Official Development Assistance (ODA) amounted to nearly $15.4 billion in 2024 (around €13 billion), representing 0.48% of gross national income (GNI) and making France the sixth-largest donor worldwide. France is among the few countries whose international aid relies on both grants and concessional loans. In 2024, the AFD Group invested €1 billion in France’s overseas territories. These long-term investments abroad can also benefit French citizens. They generate significant positive impacts for French companies, with estimated economic returns of €3 billion per year. They also help build relationships of partnership, cooperation and mutual trust with partner countries, providing concrete responses to global challenges that also affect France, including climate change, migration crises and biodiversity loss.

In 2024, the debt ratio of private non-financial agents (households and private non-financial corporations) continued to decline across the four main economic areas — the United States, the Euro area, the United Kingdom and Japan — with decreases compared with 2023 of 4.5 points, 3 points, 1.5 points and 0.5 points respectively. In the Euro area, this debt ratio stood at 105.8% of GDP in 2024, representing a decline of 3 points versus the end of 2023. In nominal terms, debt continued to increase slightly. However, this rise was more than offset by the growth in nominal GDP. Among the main Euro area economies, the decline versus 2023 was 4.8 points in Spain, 3.7 points in Italy, 3.5 points in France and 2.0 points in Germany. These decreases were less pronounced than in 2023, when debt ratios had fallen against 2022 by 12.9 points, 7.9 points, 6.9 points and 6.4 points respectively. The debt ratio of French households followed the same trend, declining by 2.1 points versus 2023 (after a 3.3 point decrease from 2022 to 2023). However, it remained significantly higher than in neighbouring countries: the debt-to-GDP ratio was 10 points higher than in Germany, 16 points higher than in Spain and 24 points higher than in Italy. Overall, in 2024, household debt amounted to more than 59.9% of GDP, while debt held by non-financial corporations represented more than 75.1% of GDP, resulting in a combined private non-financial sector debt ratio of 135% of GDP.
