European regulations set two health protection standards for PM10, known as limit values: one based on the daily average concentration and the other on the annual average concentration. Over the period 2007-2024, the percentage of monitoring stations where the regulatory daily PM10 limit value was exceeded decreased in urban areas with more than 250,000 inhabitants, mainly before 2015. In 2024, 0% of monitoring stations exceeded the daily PM10 limit value in urban areas with more than 250,000 inhabitants. Over the period 2007–2024, the percentage of monitoring stations not complying with the annual regulatory PM10 limit value also decreased in urban areas with more than 250,000 inhabitants. Depending on the year, this proportion has been below 1% or zero since 2020.

Annual average PM10 concentrations decreased over the period 2007-2024. Over the period 2020-2024, the highest annual average PM10 concentrations were observed in the regions of Hauts-de-France, Île-de-France, Provence-Alpes-Côte d’Azur and Auvergne-Rhône-Alpes. In 2024, the annual average PM10 concentrations were lower than in 2023, due to milder weather conditions across Western Europe, particularly during the winter.

In 2020, around 5 million people in France (representing 8.1% of the population excluding Mayotte) lived in overcrowded housing. The rate of overcrowding varied considerably depending on housing type and location. This concerned 8% of households (excluding students). 16.5% of people living in apartments were affected, compared with only 3.2% of those living in houses. Overcrowding stood at 13.7% in the Paris urban area, 5.3% in urban areas with populations exceeding 100,000 and only 2.3% in those with fewer than 10,000 inhabitants. It was particularly high among single-parent families (25% among those with children under the age of 3) and in French overseas departments (especially French Guiana, where it exceeded 33%).

Since 1992, land take has increased from 6.9% of the total surface area of mainland France to 9.5% in 2023, corresponding to an average annual land take of 60,000 hectares — equivalent to the area of the Territoire de Belfort department. According to studies conducted in mainland France, 20,000 to 25,000 hectares were consumed annually between 2019 and 2022. By comparison, between 1982 and 2010, 53,900 hectares were consumed annually. Land take is very unevenly distributed across the country. Metropolitan areas and coastal regions are the most affected, while mountain areas are better preserved.

Municipal waste includes “household and similar waste, excluding soil and rubble, collected by the public waste management service; household waste collected through other channels (such as retailer take-back schemes and collection points); and household-composted biowaste” and street-cleaning waste. In France, each inhabitant produces an average of around 500 kg of waste per year. At the beginning of 2024, 22.9 million residents, or more than one in three French people, had access to a source-separation solution for biowaste. The quantity of household and similar waste collected (excluding soil and rubble) varied significantly between French departments in 2021, ranging from 390 kg per inhabitant per year in Val-de-Marne to 890 kg in Landes. Local authorities are expanding separate collection schemes for household and similar waste (door-to-door collection, drop-off containers and recycling centres), while the number of extended producer responsibility (EPR) schemes is growing rapidly, allowing for better processing of municipal waste. Between 2016 and 2021, the recycling rate of material and organic waste increased from 39.7% to 44.2%. Over the same period, landfilling continued to decline steadily, falling from 28.6% to 23.4% of total tonnage.

However, over the period 2007-2024, the percentage of monitoring stations not complying with the annual regulatory PM10 limit value decreased in urban areas with between 50,000 and 250,000 inhabitants. This proportion remained very low (below 1%) throughout that period.
