Hazardous waste accounted for 11.4 million tonnes, while non-hazardous waste amounted to 303 million tonnes, including 209 million tonnes of non-hazardous (inert) mineral waste. Four sectors accounted for nearly 80% of hazardous waste: water supply, sewerage, waste management and remediation activities; construction; the chemical industry; and the services sector. Hazardous waste was generated mainly by businesses, including 2.3 million tonnes from industry and 2.6 million tonnes from the construction sector. Waste collection and processing services, as well as water collection and sewerage services, generated 3.6 million tonnes.

In 2023, the circular economy accounted for 847,500 full-time equivalent (FTE) positions in France, slightly more than 3% of total national employment. This sector experienced strong growth, gaining nearly 200,000 FTE jobs between 2010 and 2021, which corresponds to an average annual increase of 2.5%, well above the total employment growth rate. These jobs were distributed across four main pillars: extension of useful life; automotive maintenance and repair; sustainable sourcing (mostly from organic farming); and responsible consumption, mainly driven by rental activities.

Domestic material consumption (DMC), expressed per capita, reflects one of the pressures exerted on the environment. Between 1990 and 2023, domestic material consumption per capita (DMC) in France decreased from 14.3 t/cap in 1990 to 11.9 t/cap in 2023. Between 1990 and 2008, DMC remained at a high level, averaging 13.7 t/cap, before falling sharply in 2009 (-11%) and continuing to decline until 2016, when it reached its lowest level (10.6 t/cap) in a context of weaker activity in the construction sector and a general economic slowdown. It rose again between 2017 and 2019, reaching 12.7 t/cap, before falling again in 2020 (-10%) due to the shut-down of economic activity during the COVID-19 pandemic, bringing DMC down to 11.4 t/cap. Following a sharp rebound in 2021 (+8%), DMC stabilised at around 14.2 t/cap. In 2022, it declined to 13.4 t/cap, just below the European average of 13.5 t/cap.

Demand for goods and services by economic stakeholders across France requires the extraction of raw materials from domestic sources, as well as the import of raw materials that cannot be produced locally. Between 1990 and 2023, domestic material consumption per capita in France decreased from 14.3 tonnes per capita in 1990 to 11.9 tonnes per capita in 2023, well below pre-2008 levels and below the European average (13.5 tonnes per capita).
Between 1990 and 2023, France’s material productivity, which measures the transition towards a more resource-efficient society, increased from €1.88 to €3.18 per kilogram of materials consumed.

In 2020, waste generation in France amounted to 315 million tonnes (excluding agricultural waste generated on farms), including 213 million tonnes from the construction sector, 68 million tonnes from economic activities outside the construction sector (local authorities included) and 34 million tonnes from households. In 2020, considering all sources combined, 72% of waste was recovered, including 54% through recycling and 10% through backfilling. The share of waste sent to landfill sites decreased slightly, from 27% in 2016 to 26% in 2020. More than half (59%) of treated mineral waste was recycled, 14% was used as backfill, and 27% was sent to landfill. The production of hazardous waste decreased from 12.1 million tonnes in 2018 to 11.2 million tonnes in 2020, representing 3.6% of waste generated in France.

In 2024, raw material consumption in France was marked by a relative decoupling between economic growth and raw material consumption. France’s material productivity increased significantly between 1990 and 2023, rising from €1.88 to €3.18 per kilogram of materials consumed, an increase of nearly 70%. After declining in 2019, material productivity subsequently recovered, approaching the 2030 target (of €3.72/kg). At the European level, it stood at €2.84/kg.

In France, 9.7 million tonnes of food waste were generated in 2023, equivalent to 142 kg per person. Of this total, 3.8 million tonnes were still edible, including damaged products and leftovers from meals. The remaining 5.9 million tonnes were inedible (bones, peelings, etc.) and classified as food waste. Food waste therefore amounted to 3.8 million tonnes of edible food waste (such as unopened and uneaten packaged food, meal leftovers, etc.), equivalent to 55 kg per person. This concerned all stages of the food supply chain. The share of food waste varied depending on its position in the chain, as follows: 76% of food waste at the primary production stage; 27% during processing; 37% in retail and distribution; 49% in food service; and 31% in household consumption. Figures for France are above the European average (130 kg per capita).

In 2023, the deployment of Industrial and Territorial Ecology (ITE) in France was structured around two key drivers: the national Territories of Industry programme and dedicated calls for projects at regional level. Covering 190 industrial areas, the Territories of Industry programme brings together more than 630 intermunicipal authorities across more than 18 French regions. Since 2024, more than 300 industrial projects have been supported through the “Territories of Industry in Ecological Transition” Green Fund , potentially creating more than 3,700 jobs.
