The surface area covered by forestland in mainland France has been increasing for nearly 200 years. A century ago (in 1908), forests covered nearly 10 million hectares. Today, they extend across 17.6 million hectares. Rural exodus, the agricultural and industrial revolutions, afforestation supported by the National Forestry Fund (1947–1999, which contributed to the planting or replanting of 2 million hectares) and continued reforestation efforts in mountainous areas all largely contributed to this post-war expansion. The continuing abandonment of agricultural land currently accounts for the vast majority of the increase in forested areas in Brittany, the Cévennes and, more broadly, across the southern fringe of the Massif Central. It should also be noted that France has an additional 8.2 million hectares of forest in its overseas departments and regions, which are not included in the calculation of this indicator.

According to the World Database on Protected Areas (WDPA), France had 5,923 protected areas covering a total surface area of around 3.64 million km², which represented 33.4% of its marine and terrestrial territory (versus 23.8% in 2021). In 2025, marine protected areas covered 33.53 % of our oceans, seas and coasts, 45.6 % for mainland France and 33.1 % for overseas regions. Terrestrial protected areas covered 32.22% of the territory, 29.3% for mainland France and 56.2% for overseas France (under the French Environmental Code). These promising results are further reinforced by the implementation of the 2030 “National Strategy for Protected Areas”.

Since 2021, France has adopted the “Climate and Resilience” law, which sets a national objective to control urban sprawl. This objective requires that, over the 2021-2031 ten-year period, compared with the 2011-2021 period, the consumption of natural, agricultural and forest areas be reduced by half, and that France achieve zero net land take by 2050.
In addition, under Regulation (EU) 2024/1991 on nature restoration, France aims in particular to achieve by 2030 zero net loss of its total surface in urban green spaces and urban tree canopy cover within urban ecosystem areas, and to increase these areas from 2031 onwards. Finally, France has launched a national land take monitoring portal, which notably makes it possible to track the annual consumption of natural, agricultural and forest areas:

Strong protection zones, as defined by Decree No. 2022-527 of 12 April 2022, covered 6.20% of France’s land surface area in 2019 and 6.23% in 2025. The terrestrial domain continued to show slower and more limited progress than the marine domain, with only a marginal increase at the national level over the entire period, despite a positive dynamic that deserves to be highlighted, whereby multiple projects for strong protection areas were being implemented.

Specialist common bird species have been in significant decline since 1989 (overall trend: -32%), whereas generalist species have increased (+17%). Populations of specialist common birds experienced a particularly sharp decline during the 1990s. Over the past decade, they have shown a slight decrease among forest species, while continuing to decline sharply among species associated with urban areas and agricultural environments. The deterioration or loss of habitats, intensive farming practices and climate change are among the principal threats to bird populations.

At the national level, the French National Inventory of Natural Heritage (INPN 2021) records 3,029 exotic plant species and 2,422 exotic animal species, of which 2,389 have been introduced into mainland France. Among the new freshwater plant species in France, 38% were introduced for ornamental purposes and 29% for use in aquariums. In mainland France, 44% of the 43 fish species introduced have become naturalised. Among these, nearly half were introduced for recreational fishing. For mainland France, a new indicator developed for the French National Biodiversity Observatory, based on a selection of 84 invasive alien species (IAS), shows that since 1982, each French department has been colonised by an average of 12 new invasive alien species every ten years.

The value of this indicator is usually reported as a whole number: 16% corresponds here to the raw value of 16.49%. Thus, 16.5% of the number of assessed remarkable ecosystems were found to be in a favourable conservation status over the 2019-2024 period. Habitats in the Alpine region generally had a better status (29% with good status), while those of the Atlantic region (on land) are the least well conserved (8.4% with good status). Grasslands are among the most endangered habitats, with more than half having a poor conservation status. Dunes, peatland and other wetlands or aquatic habitats, as well as coastal habitats, are also under pressure: less than 10% have a good conservation status, with 0% for dunes, low marshes and coastal habitats. A number of public policies, in particular for the protection of natural habitats and species, natural parks, water quality and ecosystem restoration, aim to improve the conservation status of natural habitats. The National Nature Restoration Plan (developed under European Regulation (EU) 2024/1991 on nature restoration) aims to go further by implementing actions to restore 30% of the surface area of habitats in poor condition by 2030.
