The share of renewable energy in France’s gross final energy consumption reached 23.0% in 2024. While the share of renewable energy increased by 1.8 points in 2023, it rose by only 0.6 points in 2024. This slower growth was mainly due to more moderate increases in electricity generation from wind and solar photovoltaic sources compared with previous years, while gross final energy consumption increased slightly after following a downward trend in recent years.

In 2024, 59.6% of final energy consumption for energy use in France came from fossil fuels (coal, natural gas and petroleum products), either directly (57.1%) or indirectly through electricity or heat generation (2.5%). The proportion of fossil fuels directly used for fuel or combustion in final energy consumption decreased by 6.8 points between 2011 and 2024. This decrease was mainly driven by the growing use of thermal renewable energy sources (+5.0 points) and, to a lesser extent, of electricity and heat (+1.7 points). France’s energy mix still includes fossil fuels. Oil, natural gas and coal account for around 42% of primary energy consumption, representing approximately 1,117.8 TWh in 2024.

France’s final energy intensity stood at 0.59 TWh per billion euros of GDP in 2024, representing a 0.7% decrease versus 2023. This improvement in energy efficiency was accompanied by a slight increase in final energy consumption for energy use, which stabilised at 1,499 TWh (or 1,550 TWh when climate-adjusted).

In 2024, climate-adjusted final energy consumption stood at 1,550 TWh, a slight increase (+0.6%) versus 2023, in a context of persistently high energy prices. This increase concerned renewable energy sources (+1.7%), natural gas (+1.1%) and electricity (+1%). By contrast, final consumption of marketed heat decreased by 0.9%, while consumption of petroleum products remained stable (-0.1%). Between 2012 and 2024, final energy consumption declined by an average of 0.7% per year, mainly due to lower consumption of fossil fuels (-1.5% per year) and electricity (-0.6% per year). Conversely, consumption of renewable energy and marketed heat increased by an average of 2.6% per year over the same period.

In 2024, 35% of French households experienced cold conditions in their homes during the winter, while 30% experienced excessive heat during the summer, according to the National Observatory for Energy Poverty (ONPE). The impacts of this situation are reflected in financial trade-offs and public health risks: 11.5% of households reported that they were unable to heat their homes sufficiently for financial reasons, versus 5% in 2018. Among households that experienced cold conditions, 37% had to reduce their heating use and 22% delayed paying their energy bills.
